GIRLS
INSTRUCTIONAL DIVISION --Ages 4
- 6
1. SEASON-- Consists
of eight (8) games.
2. UNIFORMS-- A
uniform consisting of a T-shirt and hat will be provided by the League.
3. EQUIPMENT--
Balls, helmets, batting tees and catcher�s helmet will be provided by
the League. The safety softball will be used for this division.
4. GAME TIME--All
games will consist of a maximum of 4 innings or 1 hour 15 minutes,
whichever occurs first. When the time limit expires, the inning in
progress will be fully completed.
5. PITCHING-- A
manager or coach will pitch to his/her team when they are at bat.
6. BATTING-- The
ball will be hit off the tee after four (4) pitches from the coach.
Each player will have at least 2 at-bats per game. The roster size
will determine whether 6 or 7 players will bat in each half inning.
For example: a 12-player roster will bat 6 players per half
inning. A 13-player roster size will bat 6 in the first half
inning and 7 in the second half inning , etc. A 14-player roster
will bat 7 players per half inning.
7. DEFENSE--
Rotation of defensive positions is mandatory. Catcher must remain in
position, with mask on, behind the hitter when the ball is hit off the
tee. The defensive team shall be allowed to have four (4) coaches on
the field with their team.
8. BASE LENGTH
--Minimum 50 feet.
9. OUTS-- Batters
and runners who make an out must return to the dugout.
10. BASE RUNNING
--When the ball is hit into the outfield, the base runner may advance
until the ball is returned to the chalked infield area, whether or not
the defensive team has control of the ball. If a base runner is between
bases, the runner may only advance to, but not past the next base.
This
also applies to the last batter in the inning. NO runner may advance
on an overthrow. A runner cannot steal and may not leave the base until
the ball is hit. PENALTY: The runner is sent back.
11.
All players will play in the
field during defensive play. Additional players will be placed in
the outfield, while ONLY normal infield positioning will be maintained,
ie:, pitcher, catcher, 1st base, 2nd base, short stop and 3rd base.
Outfielders must be in contact with the grass when the ball is hit.
12. Each player
shall play at least one inning on the infield each game. If game
time limit occurs before the 3rd inning, players who did not play an
infield defensive position shall play an infield position the 1st inning
of the next game. EXCEPTION: Written request from a parent
to not play infield.
13. The infield
fly rule does not apply.
NOVICE DIVISION --Ages 7 & 8
When feasible,
based on the number of teams in the league, it will be split into Gold
and Silver divisions. This will be based on Managers' choice with
a review and final decision to be made by the softball committee.
1. Game length will
be five innings (four and one-half if the home team is ahead) or 1 hour
and 30 minutes provided a minimum of three innings have been played (two
and one-half innings if the home team is ahead).
2. Base lengths will
be 60 feet. Pitching distance will be 30 feet.
3. Each half inning
is complete after thee outs or five runs. Continuous batting lineup
will be used.
4. Player
Participation Rules
a.
Each player must play two innings of each game in the field
b. Free substitution is
permitted
c. No
player may play one position more than two innings per game.
d.
Each player shall play at least one inning on the infield within the
first 4 innings of each game. In the event that a game is
completed in less than 4 innings, any player who did not get to play
infield shall play the first 2 innings of the next game in the field.
Exception: Written request from a parent to not play the infield
must be submitted to the Novice Division Rep prior to the start of the
season. PENALTY: Forfeiture of game.
5. The team in the
field will consist of ten players. The tenth player shall be a roving
outfielder and shall be stationed outside the infield the same distance
from home plate as the other outfielders. Outfielders must be
stationed in the grass until the ball is hit.
6. Pitching
a.
No player may pitch more than 2 innings in any game.
b. A
player pitching one pitch in any inning constitutes an inning pitched.
c. A pitcher pulled
during an inning and remaining on the playing field may return to the
pitching position in that same inning without being charged an
additional inning.
d. Illegal pitches will be
called only if the pitch is released illegally. Balks and no pitch
will not be called.
7. Batting
a. A
batter is automatically out after 3 strikes. There is no dropped 3rd
strike rule.
b.
No batter may walk unless the batter is hit by the opposing team's
pitcher.
c. A
batter may be awarded lst base when hit by a pitch if the batter made an
attempt to avoid the pitch or if, in the umpire's opinion, the batter
was "frozen" in the box due to fear. Exception: If, in the
umpire's opinion, the ball is rolling or bounces more than twice, the
batter will not be awarded lst base.
d.
After four balls the batter's coach will pitch one to three pitches to
the batter. The number of pitcher is determined by how many
strikes the batter has on them when the coach comes out to pitch.
If the last pitched ball by the coach is watched or missed, the batter
is out. If the batter fouls the last pitch off, they continue
their turn until they hit, miss or watch a ball. All playing rules
will apply to any hit balls.
e. The coach must be in
contact with the pitching rubber and deliver the ball in a manner that
is consistent with that of fast pitch softball.
8. A base
runner may not leave the base until the ball it hit. PENALTY:
First offense, the team is warned. Following occurrences the
runner is out.
9. When a batter's ball is fielded by an
infielder and a throw is attempted before the batter/runner reaches
first base, the runner may not advance past first base. The intent
of this rule is to encourage throws to first base. Players playing
an outfield position are not considered to be an infielder.
After a ball has been
hit in fair territory, any base runner may advance at their own risk
until the ball is in the possession of the pitcher located on the
infield side of the base line between each base.
The pitcher may not move beyond the base lines toward the outfield to
gain possession of the ball. If a base runner is determined
by the umpire to be between bases when the ball is in said possession by
the pitcher on the infield, that runner may proceed at her own risk to
but not past the next base. If the runner is played upon she may
advance at her own risk if an overthrow occurs.
All runners may only
advance one base per overthrow.
Time shall be
called by the umpire and the play is over in the following:
10. The infield fly
rule does not apply.
11. Bats may not
exceed thirty (30) inches in length. All bats designated as Tee
ball bats are permitted.
12. Post-season
tournament games for winners bracket finals, loser bracket finals and
championships shall be played with no time limit and 5 innings.
MINIETTE DIVISION--Ages 9 & 10
When feasible,
based on the number of teams in the league, it will be split into Gold
and Silver divisions. This will be based on Managers' choice with
a review and final decision to be made by the softball committee.

be six innings or one hour and thirty minutes (five and one-half if the
home team is ahead.
2. Base lengths will
be 60 feet. Pitching distance will be 35 feet.
3. Each one-half
inning is complete after three outs or five (5) runs, whichever occurs
first. EXCEPTION: All runs scored by a home run over the fence shall
count.
4. A base runner may
not lead-off base before the ball leaves the pitcher's hand. A base
runner is limited to stealing one base at a time. Base runners may
steal any base but home. Runners starting at third base may not steal
or advance home, but are liable to be put out if they come off the base.
5. The infield fly
rule does not apply.
6. Illegal pitches
will be called only if the pitch is released illegally.
7. A walked batter
or a batter hit by a pitch is limited to first base unless played upon.
PENALTY: The runner is out.
8. All base runners
shall promptly commit themselves to a base as soon as the pitcher has
possession of the ball in the circle. Failure to commit promptly will
result in the base runner being called out.
9. No player may
pitch more than four (4) innings per game. A player pitching one pitch in any inning
constitutes an inning pitched. A pitcher pulled during an inning and
remaining on the playing field may return to the pitching position
without being charged an additional inning.
10. Runners can only
score on a batted
ball, a walked or hit batter with the bases full, an awarded base when the
ball goes out of play, or an awarded base on an illegal pitch.
11. Post-season
tournament games for winners bracket finals, loser bracket finals and
championships shall be played with no time limit and 6 innings.
12. There is no
dropped third strike rule. The batter is out after the third strike and
cannot advance to first base.
MINORETTE DIVISION--Ages 11 & 12
1.
Game length will be seven innings or 1 hour and 30 minutes (six and
one-half if the home team is ahead).
2. Base lengths
will be 60 feet. Pitching distance will be 40 feet.
3. Each one-half
inning is complete after three outs or seven (7) runs, whichever occurs
first. EXCEPTION: All runs scored by a home run over the fence shall
count.
4. A base runner
may not lead-off base before the ball leaves the pitcher's hand. A base
runner is limited to stealing one base at a time, unless played upon or
some other base runner is played upon.
5. No player may
pitch more than four (4) innings in a six (6) or less inning game and no
more than five (5) innings in a seven (7) or more inning game. A player

MAJORETTE
DIVISION --Ages 13 & 14
1.
Game length will be seven innings or 1 hour and
20 minutes (six
and one-half if the home team is ahead). THERE WILL BE NO PRE-GAME
INFIELD PRACTICE.
2. Base lengths
will be 60 feet. Pitching distance will be 40 feet.
3. Each one-half
inning is complete after three outs or seven (7) runs, whichever occurs
first. All runs scored by a home run over the fence shall count.
4. No player may
pitch more than (5) innings in a six (6) or less inning game and no more
than six (6) innings in a seven (7) or more inning game. One pitch in
any inning constitutes an inning pitched. A pitcher pulled during an
inning and remaining on the playing field may return to the pitching
position without being charged an additional inning.
5. Post-season
tournament games are for

These shall be played a
full seven (7) innings with no time limit.
METROETTE
DIVISION --Ages 15 -18
This division is for
teams that are registered in Class B or C with any softball organization
such as ASA, USSSA, or AFA.
Teams will register with a team fee.
There is NO draft in the Metroette
Division. If you are a player looking for a team, contact the
Division Representative. Although there are no guarantees, all
attempts will be made to place you on a team.
KSHSAA Rules will govern all play, except as noted
in General Rules and herein
1.
Game length will be seven innings or 1 hour and 20 minutes (six and
one-half if the home team is ahead). THERE WILL BE NO PRE-GAME INFIELD
PRACTICE.
2. Base length will
be 60 feet. Pitching distance will be 40 feet.
3. Each one-half
inning is complete after three outs or nine (9) runs, whichever occurs
first. EXCEPTION: All runs scored by a home run over the fence shall
count.
4.
Continuous batting lineups will be used.
5. Only
one automatic out must be taken in the batting order if a team is short
of players, regardless of whether there are 7 or 8 players present.
6. Players
may be added to a team's roster up to and not beyond June 15. If,
for reasons of attrition or injury, a roster dips below 9 players,
additional players may be added, with board approval, upon written
request. Attrition by definition is the voluntary removal from a
roster by request of the player.
7. There
is NO draft for the Metroette Division. If you are a player
interested in playing in the Metroette Division, but are not associated
with a team, please contact the Division Representative. Any
player not registered by January 15, 2007, is not guaranteed to be
placed on a team.
8. Post-season
tournament games for winners bracket finals, loser bracket finals and
championships shall be played a full seven (7) innings with no time
limit.
9. The Metroette Division Rules will supersede any conflicting General Rules.
GIRLS POWER LEAGUE - AGES 16 -18
This division is for teams that
are registered in Class A of high B with any softball organization such
as ASA, USSSA, or AFA.
The season
included 12 league games. There will not be a post-season
tournament.
Teams will register with a team
fee. There is NO draft in the Power League.
KSHSAA Rules will govern all play, except as noted in
General Rules and herein:
1. Home team will be the official scorekeeper in
all league games.
2. Time limit for all games is 1 hour 20 minutes.
The clock begins after the first warm up pitch is thrown.
3. Only 9 runs will be allowed per half inning.
4. One International Tiebreaker inning will be used
in league games when the score is tied after the time limit has expired
or 7 innings. All league games still tied after the allotted extra
inning will result in a tie.
5. Mercy rule: 12 runs after 3 innings; 10
runs after 4 innings; 8 runs after 5 innings.
6. Only the team manager may consult the umpires,
players, sponsors and other coaches are to keep out of discussions.
7. Roster batting will be allowed if you so choose.
8. Courtesy runners for the pitcher and catcher
will be allowed if you so choose.
9. Age exceptions for younger teams may be allowed
by League Officials.
10. All teams will be reviewed by League Officials
who will determine if the team will be allowed to compete in the Power
League.
11. The Power League Division Rules will supersede
any conflicting General Rules.
